• Provide Quality mental health care service to local and regional community

• Support mental health capacity building for local area

• Support integration of mental health in primary care and secondary care in the region

• Implement preventative and promotional mental health community based programs

• Serve as a linkage to the envisioned NIOMH tertiary care center
